CONSTITUTION AND BY-LAWS
OF
TULIP HILL CITIZENS ASSOCIATION

ARTICLE I: NAME

The name of this Association shall be "Tulip Hill Citizens Association."

ARTICLE II: PURPOSE

The purpose of this Association shall be to promote the welfare of this community.

ARTICLE III: MEMBERSHIP

Any bona fide resident above the age of 16 and any persons owning real property in the subdivision recorded in Plat Book 37, at folio 2514, and Plat Book 47, at folio 3555, one of the Land Records of Montgomery County, Maryland, and in addition, any bona fide resident above the age of 16, of property fronting on Mohican Road between Bent Branch Road and Wiscasset Road, shall be members of this Association.

A bona fide resident is any person who has resided in the above area for a continuous period of at least 2 months of the year for which membership in the Association is requested.

ARTICLE IV: OFFICERS

A. The officers of this Association, to be elected at the organizational meeting of the Association and biennially thereafter at the Spring Meeting, shall be a President, a Vice-President, a Secretary and a Treasurer. Vacancies in any office may be filled for the unexpired term by appointment by the remaining officers.

B. The duties of the officers shall be the usual duties devolving upon the same officers in similar associations.

C. The President may from time to time appoint from the membership such committees as may be appropriate.

D. The officers of the Association, and from time to time the chairman of the committee concerned, shall constitute an Executive Committee for the conduct of the affairs of the Association.

ARTICLE V: DUES

Effective January 1, 2020, the dues of this Association for each household shall be Seventy Five Dollars ($75.00) payable at the time of joining the Association, and annually thereafter on January 1 of each year. From time to time, as the needs of the neighborhood change, the THCA board may increase the annual dues by a reasonable amount. However, the payment of such dues shall remain optional.

ARTICLE VI: MEETINGS

A. There shall be two regular meetings of the Association each year, to be held in the Spring and in the Fall, on dates to be determined by the Executive Committee of the Association.

B. The President may, or at the request of members representing three households, shall call a special meeting of the Association at any time on at least five days' notice to the membership setting forth the purpose of and the business to be conducted at such meeting.

ARTICLE VII: AMENDMENT

This Constitution and By-Laws may be amended by two-thirds vote of the members present at any regular or special meeting at which a quorum is present, provided written notice including proposed amendments shall have been sent to all members of the Association at least ten days prior to the date of such meeting, and provided such amendment shall have been discussed at the next earlier meeting.
